I have received from His Majesty's
Minister in Peking a copy of his Despatch of June 26th., to the
Secretary of State for Foreign Affairs in which at the request
of Sir Edward Grey he gives his views on my Despatch to you of
March 13th. on the subject of the Hongkong-Canton Telegraphs.
You will no doubt have received a copy of tuis Despatch from
the Foreign Office and I venture to submit a few comments for
your consideration when dealing with it.

The Despatch appears to amount to an
admission of the main contentions which I submitted to you, Sir
J. Jordan maintained to His Excellency Sheng that it is "obvious-
-ly incompatible with the status of Hongkong as a British
Colony that the Office of a Chinese Government Department should
remain there". He agrees that it is an "undesirable anomaly"
